HTB.init can do this. I have a MNF 8.2 firewall running both Wondershaper and 
HTB.init and I have found that they complement each other quite well. 
Wondershaper allows you to prioritise certain kinds of activity but not to 
place any real limits. HTB.init does allow real limits to be set on network 
activity (both incoming and outgoing) according to IP or port.

IMHO any new MNF should have both integrated.
