Not sure whether this is a bug or whether it is my install.
If one disables a rule in the firewall when you return to the list of rules you find that there are now two entries for the rule that you just disabled. One rule showing it disabled and the other showing it enabled. If one then deletes the extra rule is is removed. If you then re-enable the disabled rule again one gets an additional entry.
