You can use a local mirror : Mirror to internet Mirror off from internet Mirror to your device.
I not aware how dnf based system work but you probably create a CD/DVD as debian do for offline installation, add it as a « repo ». Or you can download package(s) and dependancy tree from an other device and install after coying them to your offline device. There is a command to do that, at least the download part.
