As you've highlighted in this paragraph, there are multiple implementations of XMPP, and each will handle whitelists and blacklists in different ways, so the question is best answered with an unqualified and unhelpful "Yes".

At an XMPP level, there are specifications about these types of controls in XEP-0191, XEP-0016, and possibly others, which allow exceptions and suchlike and define precedence for rules.
