As pointed out by Ivan from the Sedna Team, the driver can be compiled on 64
bit linux and work independently to connect to a 32 bit install. Just
compile the c driver only and then edit the SEDNA_SOURCES_DIR variable from
the pydriver-sedna Makefile to point to the root folder of the Sedna sources
where you compiled the driver.

See here: http://modis.ispras.ru/sedna/faq.html :

How do I build C driver for Sedna from sources (under *nix x64/x86)?

Since version 3.1.126 Sedna C driver can be compiled independently from
Sedna. Moreover, it can be compiled under x64 Linux:

   1. Follow to the directory which contains driver: cd
   {Path-To-Sedna-Sources}/driver/c
   2. Run make to build driver.

Thanks to Ivan for the quick response.
