Yes, it is possible now. To run two instances you should do the following:
1) you need two copies of binaries in different locations (e.g. sedna1 and
sedna2).
2) you need to adjust sednaconf.xml options:
  a) <os_primitives_id_min_bound> option should be different for each
instance (1500 and 11500 for example)
  b) <sedna_data> should point to different locations (sedna1/data and
sedna2/data)
  c) <listener_port> should be different for each instance
  d) <ping_port> should be different for each instance

If you follow these instructions, you should be able to start more than one
independant se_gov instance
