Thanks for the info.  Someone who was interested in starting up a 
software firm to do the technical end of political campaigns asked, 
and I guessed around 50,000 elective offices.  It looks like it's 
almost that many just for the cities alone.  This information implies 
that the total could be closer to 100,000.  That could make quite a 
difference in their analysis.
