In the year 2000, Clinton proposed an Amnesty program for some 
500,000 illegal immigrants.  To the best of my searching, I don't 
believe Congress ever approved this proposal, which would have been 
required.

Brian, there are a couple of 800 numbers showing at the USINS site.  
Why don't you give them a call and inquire about this on behalf of 
your friend.

Ah...none...zip...nada.  The current Congress has not passed any laws 
related to Immigration.

I would not look for the Bush Administration to be sympathetic with 
your friend's plight.
