Two "tool chests" you could have your webmaster check are TuCows and
the Simtelnet repositories.
TuCows is a shareware site that deals mainly with Internet
applications. They have listings for the major operating systems,
including the Windows 3.1 set.

There in the displayed table, you can look for the links under HTML
tools. There are also other categories of programs that may prove
valuable to a webmaster.
The anonymous FTP site at Simtel.net can provide your webmaster with
several Win-3 tools. I am going to give you the web URL for Simtelnet
for now, but these files are accessible by anonymous ftp:

Suggested tools for the webmaster:
(1) Good FTP client for uploading files.
(2) Good text editor with with HTML recognition and/or tag features.
(3) Validator software.
(4) Good Telnet client
(5) Various browsers for testing
You can find all those things at TuCows and Simtelnet.
As to your request for ezines, there are numerous e-publications for
the webmaster, but I should think very few these days would be geared
exclusively to Windows-3 users. Perhaps our Win-3 users on the list
know of a good webmaster's list for that OS.
