SAILING INSTRUCTIONS

*2008-09 Inter-Collegiate Sailing Association*
SEISA Sloop District Championship Q for The Cornelius Shields Trophy Hosted
by Rush Creek YC Rockwall, TX



1.     *Jurisdiction *- Races will be sailed under the management of the
Regatta Chairman and the Race Committee, the SEISA Graduate Director and the
SEISA Competition Chairman.



2.     *Rules* - The regatta will be governed by the current Racing Rules of
Sailing (RRS), current ICSA Procedural Rules, General Conditions for ICSA
Championships, Conditions of the ICSA Sloop Championships, and these Sailing
Instructions.



3.     *Notices* - Official Notices will be posted on the glass wall next to
the entrance to the clubhouse. It is the responsibility of each crew to
check the notice board for information. Posted instructions may be
superseded by verbal instructions from the Race Committee.**

4.     *Boats* - The event will be sailed in one division of IC-24's (crew
of 4) as provided by the host. No adjustments are to be made in the standing
rigging, except the backstay.  Shrouds and winch handles may NOT be used for
hiking or roll tacking. IC-24 class rules do not apply with the exception of
the hiking restriction (legs in hiking only) . Crews will take their
spinnakers with them when they rotate. Only tape, tell tales, fastening
devices, knife, pliers, screwdriver, nutrition, and drinking water may be
carried while racing.

5.     *Series* - The series will consist of a single round robin.



6.     *Rotations* - Boats will be rotated after each race. The rotation
procedure will be announced at the skippers meeting. A motorboat may be
provided and used for rotation. A rotation schedule will be posted and
distributed.



7.     *Schedule* –

8.     *Race Area* - The Race Area will be described at the skippers
meeting.



9.     *Course* - The Course will be announced at the beginning of each race
and displayed on a white board on the starboard side of the RC boat.
Windward/ Leeward x Number of legs. Leeward gates are possible.



10. *Changing the Course* - After the starting signal, the Race Committee
may change one or more marks of the course provided no competitor is on that
leg.



11. *Marks* - Windward, Jibe and Leeward Marks will be Orange Tetrahedrons.
The RC will notify the competitors if there is a change of shape/color.**

12. *Starting Line* - The line will be between a staff with orange flag on
the Race Committee Boat and a Mark.



13.  *Starting Signals* - Will be as specified in RR 26.



14.  *Other Instructions *- Code Flag Z will be hoisted, or a verbal hail
given on the water if Spinnakers are not to be used for a race.

15. *Recalls* - Individual Recalls will be signaled by the display of Code
Flag X, with an accompanying sound signal (horn).  Individual boat numbers
will be hailed if possible. Code Flag X will remain hoisted until all boats
have started properly. General Recalls will be indicated by a sound signal
(horn) and the display of First Substitute.



16. *Finish Line* - The line will be between a staff with orange flag on the
Race Committee boat and a Mark.



17. *Safety & Uniforms* - Each competitor shall wear a U.S. Coast Guard
approved PFD while on the water. Competitors shall wear their team uniform
per ICSA PR 13e.



18. *Protests* - Protests shall be lodged and filed as per the Procedural
Rules (PR Section VI). Written protests must be filed before returning to
the water after a break in sailing.  Protests must be filed within 30
minutes after the RC returns to the dock, this will be signaled and the time
will be posted on the notice board. Protest forms will be available in the
club office. Should an incident occur that causes damage to a boat or
equipment and immediate notification of the RC and a protest hearing is
required.



19. *Alternate Penalty* - The Yellow Flag, 20 % (2 pts.) Alternate Penalty
will be used



20. *Abandonment* - A race may be abandoned if the race committee determines
that the race is not a fair test of sailing or if the conditions are a
danger to the competitors.



21. *Breakdown *- Must be filed as per the Procedural Rules.  The Race
Committee must be notified as soon as possible after the race or after the
breakdown occurs, whichever is appropriate.



22. *Questions – *Questions about these sailing instructions may be
