Hi,
selinux-policy-default/refpolicy got removed from debian testing and is
therefore not included in debian 8 jessie because several
release-critical bugs could not be fixed in time, at the moment the
following bugs are still open:

* https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=781571
* https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=781779
So, #782489 is not a seperate bug, it is expected that
selinux-policy-default can not be installed in debian 8, as it was
removed due to release-critical bugs. To solve this problem for future
debian releases, we need to fix the above bugs.
Thus, I close this meta-bug.
