It's true that #arraymap (and #arraymaptemplate) don't really need to be in SF - actually, my original plan was to try to add #arraymap into the Parser Functions extension - but I haven't heard any strong demand to remove it from SF, plus SF won't fully work without it. That said, I wouldn't be against moving the functions into SMW, if the SMW developers agreed to it - it's the only other extension that SF-using sites are guaranteed to have.
