Users should on a wiki page have a simple possibility of taging a page (dependent on the admin allowing tagging for certain categories). It should be possible to tag for anyone, only registered users or only admins. Tagging uses autocompletion of already available tags. As an example, look at my wiki http://www.epsa-projects.eu. In the second tab you have the property "keywords". These keywords have been assigned by a colleague of mine. The better way would have been to enable a collaborative tagging feature. Users who browse throgh the content might want to add a tag (even make it "personal" or "available for others") but don't want to bother with editing the page itself (on EPSA, this is even disabled...)
