I don't think that's possible, and definitely not with [[...]]. For
non-internal links (the "normal" ones, starting with http://...) you need to
use [...] in Mediawiki.
So
[{{fullurl:{{PAGENAME}}|action=formedit#Name}} Add]
would have worked if it was a "normal" page you link to.
