It would be best if you used the sems.conf file that comes with the
distribution and modify it to suit your needs.

If you roll your own then, for example with an external ser providing
the stack, you need this line in sems.conf

load_plugins=wav;unixsockctrl;

You could change unixsockctrl to sipctrl and let sems provide its own stack.

In all cases you should read available documentation on the
configuration of sems and sems with ser. This is available on the iptel
website in the sems section.
Here is the default sems.conf. Simply edit the fields specific to your
site and it should work.
