It should work, but I don't find how.

I understand that it must look like this: 

RURI=sip:$M($rU=>e164_map)@domain

So, I add "e164_map.conf" into sbc.conf and then into e164_map.conf I add
this line:
^0([1-9][0-9]{8})=>44\1

But the Request-URI is empty.

I miss something?

see, for example, dialplan module if regexp does not work for you.
