is this really needed:

# install /etc/default/sems file
        mkdir -p $(CURDIR)/debian/sems/etc/default
        cp -f debian/sems.default $(CURDIR)/debian/sems/etc/default/sems

i think default file gets installed automatically, if a file called
sems.default exists in debian dir.
