I had this problem in my 91 XE, Go to the thermostat and you will see a hose 
running up a couple of inches, where the hose ends there is a temperature 
sensor.  The connection on mine went bad and i took the plug off, cleaned it 
and bent the tabs and then put it back on and it works fine.  I knew it was 
this because my problem (and sounds like yours too) was that the computer 
didn'tknow the engine was getting hot.  To check it wait til the engine gets 
hot enough to turn on the fans, then push on that sensor and see if the fans 
go on.  I could turn the fans on and off just by pushing on that sensor.
