My '92 Sentra also exhibited this problem. Mine was also on the right-hand
side where the hood stand is usually placed (thus probably contributed to
the sagging). What I did was to open the hood and twist it a little bit to
alignment. Also, try to check the rubber boots on both sides. On the
Sentras, its height is adjustable just by rotating it.
With regards to the sticky latch, a good spray of oil (WD-40) around the
release mechanism cured mine (if it's not misaligned after a minor accident,
that is).
