I recently went to the junkyard to get some parts off of a SE-R.  One of the parts was 
a steering wheel.  I disconnected the negative battery cable before I did the swap.  
During the swap, I did not re-connect the horn.  I went ahead, and hooked back up the 
negative battery cable, and tried to start the car - it wouldn't start, dash lights 
just flickered.  So I reconnected the horn and the car started fine.

ONE PROBLEM - The horn doesn't work, and I checked the fuse already, and it looks 
fine.  Any suggestions?

The harness from the SE-R came with Cruise Control as well, I left it attached, 
because I didn't want to strip the wires, and have a hole in the side of my steering 
wheel.
