Todd,

Try to use the public IP address of the machine to connect with the console.
To make sure that it's not a problem with the console, you can also try to connect using 'telnet 127.0.0.1 1090' to see if the connection is refused or not.
Is IPv6 enabled on your machine?

What if you force the console to connect to 127.0.0.1 instead of localhost (in case the name resolution does not work)?
