Short answer:  Yes.   However, if we decouple tests and start-up/shutdown this 
should not be a problem.

Does this cluster management framework belong to point 3 above?
Will that mean that the test suite will rely on this piece of
proprietary software on which users will not be able to contribute
without giving up their copyright?
