country’s parliament said in a memorandum. The freshly-adopted document also 
urges constitutional reforms based on the decentralization of Kiev’s power.

The Ukrainian parliament has adopted the so-called “Memorandum of peace and 
consent” which urges the troops participating in the military operation in the 
east of the country to return to their permanent dislocation, the acting 
self-appointed President Aleksandr Turchinov said on Tuesday. 

The document also calls for immediate constitutional reform which will grant 
more autonomy to regions and at the same time protect the status of the Russian 
language. 

Moreover, the reform will provide for the country to drop its non-aligned 
status allowing to join any interstate union through a referendum.
