ser started with ser-jabber.cfg hangs

When you start SER with the minimal configuration file in
modules/jabber/ser-jabber.cfg then ser fails to initialize database commands
because of missing database tables/columns and hangs, it is necessary to kill
it with -9. We should fix ser so that it terminates gracefully in this case.
