That's not exactly correct. There is a whole bunch of SMS protocols supported by the kannel:

You can also configure several SMS delivery methods and load-balance between them or fail-over.

Speaking about HTTP protocols, there are at least several of them already in the kannel: 'kannel', 'brunet', 'xidris', 'wapme', 'clickatell' and 'generic'.

Another good thing is that you can take advantage of SMS queuing functionality to make delivery more robust.

That being said, since Kannel's own API is an HTTP one, it should be relatively easy to make that new functionality sufficiently generic, so that it can work either directly to provider or via Kannel.
