Yes, the bug reported is an IIS bug.

AFAIK javamail already convert 8bit to 7bit when the server is not 8bitmime 
compliant, so James using Javamail to deliver to remote hosts should already be 
able to convert messages. I think we probably just need to announce 8BITMIME to 
the EHLO reply. I already done this on my personal server.

I will try to do more tests the next month.
