All user-oriented operations from RemoteManager are also made available to a
new UserManagement MBean.
Common code in RM + MBean is consolidated into a new UserManagement component,
as far as possible.
Method James.addUser will be deprecated.
JMX MBean MainJAMESServerManagement (containing only operation addUser) will be
removed.
