Actually, I wasn't referring to Stefano at all.  It was a generic comment
about something that is rather common, and why not everything is always
spelled out.  Avalon suffered from it constantly, and a would normally be my
exemplar, not Stefano.  Being rule happy isn't an issue I've had with
Stefano.

I wasn't really raising one.  I had thought about it, but it wasn't really
worth raising.  I was simply trying to point out that there really isn't a
final result for this sort of thing because a change can always be vetoed in
the future.  And that is a solution to the generic problem to which you
refer.

FWIW, I do review every commit notice, at least cursorily, and sometimes in
more detail.  I just don't always comment about it unless I notice something
worth commenting upon.  I might, of course, miss something.
