I suggest that you do review for sections of code that depend on the
system's platform encoding.
The TODO is hopelessly outdated. Don't believe anything you read there!
;) Seriously, I don't have a problem with commons-io. That line in TODO
should be removed. In fact anything in TODO that still holds true should
be added to JIRA instead and the TODO file be deleted. Could you maybe
add the 'on demand loading'-feature to JIRA and then delete TODO.txt?
By the way, I took a quick look at the changes you've made and I think
they look great! Thanks so much for taking the time!
