i think that moving the mailets into a separate project should make things move managable. the mailets moved can be compared with 2.3.x and (once this has been done) a single consolidated library can used for both 2.x and 3.x releases (as well as trunk).
IIRC mailet API currently used by trunk shown few differences from the mailet api distributed with 2.3.x. I'm not sure we'll be able to create a single package for both "branches" (But this should be confirmed comparing mailet api sources).
