Are you sure this will speed up our process? It sounds like it will take one 
more vote each time... Currently a server release without the assembled release 
is useless (no downstream users of the modules but the assembly itself), so I 
don't see improvements in the separation/double vote (maybe I missed the point 
of the issue?)
