app was part of server before. It was created to ease some licensing reviews, so moving it back to server makes sense, and one less release to manage

- we should organize similar server projects under folders to have a
simpler top level view. For example, move all dns-*, data-* and queue-*
projects under dns, data and queue folders. No extra peojects created
(yet). I think this will reduce tlp clobbering and will help to better
identify each major comoponent.


Why not, but I don't think it will make think easier to read (they are already sorted by name), and it will just create more artifacts and deeper structure).

I see more the server with less module tending to a simple agregation of other projects. But there is more work to achieve to reach this goal (configuration, injection...) to move some modules to other projects and avoiding to create new projects (release process take time).
