Summary: Allow to store DLP rules

A DLP rule has the following fields:
- explanation: a human readable string giving context about this DLP rule
- target: either Recipients, sender or content
- expression: a regex to check against the target
We should be design:
- The DLPRule POJO
- The API for storing DLP Rules by domain
- Adding contract tests for this class
- And provide a memory implementation
