Given the RabbitMQWorkQueue can be connected or not we need a way to check the
node's status
Decision
Provides a health check for TaskManagerWorker
Consequences
A health check for TaskManagerWorker
Definition of done
Have a test ensuring that the health check is on or off when RabbitMQ is on or
not.
