I would like to propose a new vote for 3.9.0 release of the Apache James
server.

This is a major release here are some key points:

- Upgrade javax -> jakarta. See related upgrade instructions.
- Upgrade Java 11 -> 21. See related upgrade instructions.
- JAMES-2586: A performant Postgres based implementation of Apache James. Usable in a standalone context but can scale as well with components like RabbitMQ, OpenSearch and S3.

This releases also delivers numerous bugfixes, improvements and performance enhancements.

Voting rules:
 - This is a majority approval: this release may not be vetoed.
 - A quorum of 3 binding votes is required
 - The vote starts at Thurdsay 25th of September 2025, 11pm UTC+2
 - The vote ends at Thurdsay 2nd of October 2025, 11pm UTC+2
