Tony, re item 2: the Moodle site is not set up correctly - and it's not a Postgres issue. Viewing the source you'll see that you're not displaying valid html... in fact the header and footer files (displayed from the chosen theme) aren't present... and therefore no CSS either. Have you perhaps chosen a theme then subsequently deleted it from the /themes directory? What are the current contents of that directory?
