Does 2.2 releases have anything about adding new Lists without touching conf files????

There are a ton of changes in the 2.2 releases, and I don't know if that's a part of it. Generally Noel does a good job sending out release announcements of what's new/changed in each release. Basically a manual version of what JIRA does very easily. I'd suggest searching the mailing list archives or checking out the changelog file as that might have it.
