If you don't want the files to rotate except at restart, I think you can
just remove <or> ... </or> tag. Give it a shot.

I'm currently traveling. Don't know if anyone else has looked. I think I
know what it might be, and I'll look at it in the code tomorrow. Meanwhile,
try setting SenderInFakeDomain="64.94.110.11", so that it has a condition.
