Craig:

1) Certain emails are being rejected after being recieved by James but
before they are placed in the
root processor.

No, they will only be rejected after they have been recieved by a mailet,
not by any internal process

2) SMTP traffic is *very* inefficient in certain circumstances.
SMTP is not "inefficient", but see below..

3) My measuring techniques are broken.

You aren't comparing like with like here.

SMPT bytes recieved on the wire include the commands themselves, measuring
the size of the MIME message only reveals the bytes recieved in the DATA
command.

Commands can have a non-trivial size, for instance RCPT TO: can take a
list, not limited by specification, of recipients which does not have to be
reflected in the message headers.

Address harvesting by spammers, which works like this,

BadMan connects to your server
Issues HELO/EHLO
Issues MAIL FROM
Issues RCPT TO
RCPT TO either accepts or rejects the address as valid,
spammer notes this and..
reissues RCPT TO
and
reissues RCPT TO
............... until they've tried thousands of addresses ......
Issues QUIT

Result to you, no message but very-many bytes of network traffic.
