I have upgraded to the Connector/J driver but my log files do not contain
any new information.

Looks like I'm going to get to tinker a bit more with the MySQL settings
until the end users head out to the bar this evening, and then I'm going to
try to add some additional debug information to SMTPHandler and I'll see
what I can find.

What jdbc driver do you use?
If you use the mm.gjt driver you should upgrade to Connector/J.
I'm pretty sure that connector/J provides a visible error when the
packet limit is reached. I've faced this more than once in past.
