That error is not sent by James but by the receiving server.
You should contact the mx1.imr.gm.com system administrator if you want
them to increase that limit!
There is not way to override limits of receiving servers from James.
The "552 5.6.0 Headers too large (32768 max)" is the error that James
*receive* from mx1.imr.gm.com when try to send that message.
You can use ANY mail server, but the receiving server will reply with
that error.

(mx1.imr.gm.com.) refuse your message because it has an header larger
than 32000 chars.
What do you put in this header??
Headers are normally no more than few hundreds bytes.
Imho the problem is not the size of the To: header, but the size of the
whole header. James is not responsible for the headers of the mails it
spools, if the recipient server reject messages with more than 32KB of
headers you should not send an header so big.
