The only addition I needed to get it working was to download open-jpa from

Configuration in the VM arguments field.
Not sure if this is unique to my configuration or not, but it might be
worth adding it into the dev-build page above, if this is the "right way"

VM argument of your run configuration
'-javaagent:my_home_folder/.m2/repository/org/apache/openjpa/openjpa/2.0.1/openjpa-2.0.1.jar'
"
It assumes the presence of openjpa jar in the local maven repository,
but downloading and unzipping it is perfectly fine.
