Although the JWSDP is certainly an adequate platform for building web services, it's important to note that building web services does not by any means guarantee that you will achieve SOA. SOA is a style of design in which application functionality is implemented as shared reusable services. It requires a different design approach than traditional application-centric projects. There's lots of writing available on the subject. I suggest you start with a Google search.

Also, all J2EE 1.4 compliant application servers include implementations of the Java web services APIs. if you have already selected a J2EE platform, it's probably more appopriate to use the built-in web services tools than to use the JWSDP. JWSDP requires the latest release of Tomcat, and therefore is incompatible with most J2EE products.
