This scenario is exactly the one that the Jini based Rio system 
(http://rio.jini.org) was designed to address.  It provides the ability to 
create Quality of Service implementations that monitor arbitrary conditions.  
It 
will then use those QOS values and the configured servers and required 
performance requirements to dynamically deploy and remove service instances to 
maintain the level of service.
