The data was delivered in a format I understood only by consuming the content 
in 
a physical way.  I don't know how to use the content without reading it.  I 
don't know if a web page will let me buy something, tell me about history, tell 
me how to sell my car, or what.

That is the important thing.  There are no semantics involved in the web 
experience.  Only transport and presentation...
