Yes -- but then that just becomes yet another type of metadata describing the service. It would be useful to have a description language that can tie together all the various types of metadata associated with a service.

There are some efforts in academia world about providing semantic
descriptions for Services using OWL-S or WSMO.

Semantic Web Services (Web Services/Semantic Web convergence) is one
of the most important topics in Web Services researching. DERI
Institute has some interesting publications about it.
