I agree completely!  The operations have to be defined regardless.  
Using only nouns
is inadequate to describe a business process.  The "verbs" could be implicit
in the the URI, but the still need to be expressed and "discovered" in 
some way. 
The data problems solution doesn't provide all that is needed (and even 
that requires
context, etc.).
