Its not too difficult.  The trick is to a) make sure they are at least WS-I compliant and b) keep it all as simple as you can.

Most of the ones I've used recently have been pretty much fine out of the box, even .NET is playing okay with the Java versions on most of the basic elements.

One key is don't get dragged down into debates like "well Apache SOAP doesn't work with it", set the barrier to entry pretty high in terms of modern platform and standards.
