Does anyone know of work being done on standards for runtime service 
directories? What I'd like to see is a way to:

   1. Have instances of a service register themselves with a directory
   2. Have clients check the directory to find an instance of the service
   3. Allow the directory to "ping" service instances to make sure
      they're still live
   4. Allow clients to report service failures to the directory and get
      a new service instance link

The implementation of each of these could be a simple operation defined 
in a Web service interface.

It seems like an obviously useful are for standardization, but I haven't 
seen anything like this.
