For the record, I agree with you on the importance of an SOA  
Management System.  Based on your experience, however, what  
percentage of companies do you think are actually ready to leverage  
it properly?  There's lot of good information that can be collected  
from these management systems, but how many companies are looking at  
their business in such a way that there's actually a need to leverage  
this information?  Or, is the status quo still rooted in service  
technology management, rather than service management?  My suspicion  
is that it's still more about the former.
